China Deep Synthesis Provisions

China's rules for 'deep synthesis' services that generate or edit text, images, audio, video and virtual scenes (including deepfakes). Service providers and technical supporters carry duties on security management, training data, user identity, labelling of synthetic content and handling of misuse. Later generative AI and labelling rules build on them.

If you deploy AI

  • Services that edit faces or voices or generate realistic content must label it so the public can tell it is synthetic.

  • Realistic AI-made faces, voices and scenes shown to the public in China are meant to carry a visible label.
