Executive Order 14110 (Safe, Secure, and Trustworthy AI)

The Biden administration's broad AI order. It asked developers of the most powerful models to report safety test results to the government, directed NIST to write AI safety standards, and set tasks for many agencies. It was revoked on January 20, 2025, and EO 14179 then ordered a review of actions taken under it.

What this means for you

If you build AI

  • Its reporting duties for developers of very large models no longer apply; the order was revoked in January 2025.
  • Some agency work started under it may have been kept, changed or dropped after the EO 14179 review; check the specific agency guidance.

If you deploy AI

  • No obligations remain from this order itself. Federal agency AI rules now come from OMB memos M-25-21 and M-25-22.

If you use AI

  • The protections this order directed agencies to develop are no longer required by it. It matters mainly as history.
