Executive Order 14319 (Preventing Woke AI in the Federal Government)

Federal agencies may procure only large language models built to two 'Unbiased AI Principles': truth-seeking and ideological neutrality. OMB memo M-26-04 (December 11, 2025) puts this into federal contracts: LLM solicitations and orders issued after that date must include contract terms on these principles.

Executive Order 14319 of July 23, 2025: Preventing Woke AI in the Federal Government

What this means for you

If you build AI

  • If you sell an LLM to federal agencies, expect contract terms requiring truth-seeking and ideological neutrality, plus documentation requests.
  • The order says developers shall not intentionally encode partisan judgments into outputs unless prompted by or visible to the user.

If you deploy AI

  • Applies to federal agency procurement. Private companies are not bound unless they sell LLMs to the government.

If you use AI

  • Affects which chatbots federal agencies buy and use; it does not regulate AI you use privately.
