Virginia HB 2094 (High-Risk AI Developer and Deployer Act)

Would have required developers and deployers of high-risk AI systems used in consequential decisions to guard against algorithmic discrimination, with risk-management and disclosure duties and civil penalties. It narrowly passed both chambers, but Governor Youngkin vetoed it on March 24, 2025 and the House sustained the veto on April 2, 2025, so it did not become law.
