Vietnam Law on Artificial Intelligence
Vietnam's comprehensive AI law. AI systems are classed as high, medium or low risk; providers self-classify and notify the Ministry of Science and Technology of medium- and high-risk systems before use. Users must know they are dealing with AI, AI media must be machine-readably marked, and deepfake-style content labelled. It replaces the AI chapter of the 2025 Digital Technology Industry Law.

What this means for you
If you build AI
- Classify your AI system before release; medium- and high-risk systems need a classification file and a notice to the Ministry of Science and Technology via the AI one-stop portal.
- AI-generated audio, images and video must be marked in a machine-readable format, per government rules.
If you deploy AI
- Deployers must label AI audio, images or video that imitate a real person's looks or voice or recreate real events.
- AI systems already running before 1 March 2026 get 18 months to comply in health, education and finance, and 12 months elsewhere.
If you use AI
- AI systems that interact with you directly must be designed so you know you are dealing with AI.
- Regulators can order a system suspended if it risks serious harm, even during the transition period.
